
BUREAU OF MARKET DEVELOPMENT, PROMOTIONS AND OTOP ORGANIZATIONAL STRUCTURE
MANDATE
The Bureau of Market Development, Promotions, and OTOP (BMDPO) is mandated to promote the efficient marketing of local products and services through the conduct of marketing events, such as trade fairs, in-store displays, exhibits, and local trade missions; expand and strengthen linkages among MSMEs through information exchange and business matching activities; and create awareness of domestic marketing opportunities for new projects, technologies, and investments.
It is also mandated to develop and maintain a domestic market database of local raw materials suppliers, local semi-processed products suppliers, local finished products suppliers, and buyers (institutional and big buyers).

OFFICE OF THE ASSISTANT DIRECTOR AND OFFICER-IN-CHARGE
The Office of the Director of the BMDPO provides overall leadership, strategic direction, and oversight to ensure the effective implementation of the bureau’s programs and projects.
MARKET INFORMATION AND NETWORK DIVISION
The MIND is responsible for expanding and strengthening linkages among MSMEs through information exchange and other market matching-related activities. The division also maintains a domestic market database of both institutional and commercial buyers as well as suppliers of local products sourced from trade fair exhibitors, OTOP MSMEs, and Bagsakan participants.
Functions
The Market Information and Network Division (MIND) has two (2) major tasks, namely, Market Matching Services and Provision of Trade and Industry Information.
Market Matching Services
The Division organizes market matching or B2B activities for MSMEs and potential buyers in collaboration with the DTI Regional/Provincial offices. These activities include buying and selling missions, which provide an opportunity for MSMEs to showcase their products to potential buyers. By connecting MSMEs with potential buyers, the Bureau aims to expand the market of the MSMEs and facilitate business growth. During the B2B activity, the Regional/Provincial offices organize site visits to enable the buyers to gain an in-depth understanding of the products and materials offered during the event. This presents a unique opportunity for buyers to explore potential collaborations with MSMEs and expand their business operations.
Provision of Trade and Industry Information Service
The Division is responsible for handling requests for trade and industry information from internal and external clients through various channels like emails, phone calls, and walk-ins. Typically, the requests are related to suppliers’ information required by the buyers, researchers, and internal clients such as bureaus and offices of DTI. As such, the MIND plays a crucial role in connecting suppliers with their clients and ensuring that accurate and timely information is provided to all parties involved.
Maintenance of the Databases of Suppliers and Buyers
The MIND Division regularly updates the databases of the suppliers and buyers. The supplier database includes details of MSMEs, such as their contact and product information, asset size, and the assistance provided by BDTP. This database is the source of information provided to the requesting clients through the Provision of Trade and Industry Information service. The suppliers
database is also available online at the MSME Hub website, which can be accessed 24/7 at https://msmehub.dti.gov.ph/suppliers-directory.
MARKET DEVELOPMENT AND PROMOTION DIVISION
The MDPD is primarily responsible for promoting domestic products and services through organizing events such as trade fairs, showrooms, in-store displays and other marketing events.
Functions:
National Fairs
The division organizes national fairs such National Food Fair and National Trade Fair. These are annual and recurring events organized by the BMDPO in cooperation with the DTI Regional and Provincial Offices to provide opportunities for MSMEs to sell their products to major retailers, institutional buyers and consumers in Metro Manila. The BMDPO also conducts the National Arts and Crafts Fair (NACF) subject to the availability of excess funds from its regular budget or Congressional support funds. During the pandemic, these major fairs were brought online with the support of e-commerce platforms.
ONE TOWN, ONE PRODUCT (OTOP) PMO
The OTOP Program Management Office serves as the national oversight body for the implementation of the One Town, One Product (OTOP) Program, in accordance with Section 11 of R.A. 11960. Its core functions include standardizing implementation protocols, coordinating stakeholder communications, managing resources and timelines, monitoring performance, facilitating capacity-building, and ensuring quality and compliance. The office also acts as the Secretariat to the OTOP Management Committee, providing technical and administrative support to drive the program’s long-term success.
COCONUT FARMERS AND INDUSTRY DEVELOPMENT PLAN (CFIDP)
The DTI has been tasked to implement the Marketing, Market Promotion, and Research sub-program component, and the BMDPO is one of the implementing bureaus.
In 2022, the BMDPO started promoting food and non-food coconut-based products on a substantial basis during its hybrid trade and Bagsakan projects with pavilions that featured coconut-based products.
