2. program background

RA 11960 institutionalization

The OTOP Program, inspired by Japan’s OVOP initiative, was implemented in 2002 and gained momentum with EO 176 in 2003. Now institutionalized via RA 11960, it represents a concerted effort to drive local economic growth through converge and innovation.
