Baguio identifies activities to boost economic enterprises
BAGUIO CITY – The city government targets to achieve economic expansion by 2028 through creativity, innovation, and digital integration, based on the 2025-2028 Executive Legislative Agenda (ELA) comprehensive plan.
The plan outlines four major initiatives – the pursuit of new local economic enterprises, development of the Baguio Creative Website, creation of the Baguio MSME (micro, small and medium enterprises) Startup and Innovation Desk, and the development of the Smart Economic Integration Program.
Mayor Benjamin Magalong said these initiatives form part of the city’s broader strategy to “create an environment that supports innovation, empowers local industries, and ensures efficient public service delivery.”
He also said that through the programs, Baguio aims to expand its economic base, enhance competitiveness in the global market, and solidify its role as a creative and digital hub by 2028.
Aklan MSMEs explore new market opportunities at Aklan Product Expo 2025
ILOILO CITY (PIA) — Thirty-six exhibitors from Aklan showcased the province’s finest products at the Aklan Product Expo 2025 at the SM City Iloilo’s Activity Center as they explored new market opportunities with the Ilonggo market.
Organized by the Department of Trade and Industry (DTI) Aklan Provincial Office, the expo features piña weaving, handcrafted home decor, coconut-based products, and local delicacies.
DTI Aklan Provincial Director Romel Amihan said the participation of these MSMEs demonstrates Aklan’s commitment to sustaining its creative industries and promoting local products beyond the province.

Marikina boosts local industries and MSMEs for Christmas 2025
MARIKINA City Mayor Marjorie Ann “Maan” Teodoro on Monday said the city government will focus on developing local industries and supporting micro, small and medium enterprises (MSMEs) this coming Christmas season.
Teodoro, during the flag-raising ceremony on Nov. 3, thanked local officials and volunteers for ensuring a safe and orderly observance of All Saints’ Day, and All Souls’ Day 2025 before outlining upcoming events for the city’s entrepreneurs.
“The Marikina Coffee Festival 2025 is coming, an opportunity to showcase products made by our local entrepreneurs — from coffee, pastries, and crops to homegrown brands that give life to our economy,” she said.
She added that the Christmas Shoe Bazaar 2025 will highlight the craftsmanship of Marikina’s shoemakers and artisans.
Marikina’s shoe industry continues to face challenges from cheaper imported footwear, limited access to materials, and the need to modernize production facilities. Despite these pressures, local manufacturers persist in upholding the city’s legacy of craftsmanship and creativity.

SEC mulls MSME exemption from audited financial statements
MANILA, Philippines — The Securities and Exchange Commission (SEC) wants to exempt micro, small and medium enterprises (MSMEs) from the mandatory submission of audited financial statements in a bid to further reduce their compliance costs.
The SEC has submitted a policy paper to the Department of Finance (DOF), recommending that corporations with total assets or liabilities not exceeding P3 million be required to submit annual financial statements certified under oath by their treasurer or chief financial officer in lieu of audited financial statements.
DTI chief Roque hails approval of Tatak Pinoy Strategy
MANILA – Trade and Industry Secretary Cristina Roque on Monday underscored gains from approval by President Ferdinand R. Marcos Jr. of the 10-year national industrial roadmap dubbed Tatak Pinoy Strategy (TPS).
The TPS, signed through Memorandum Circular No. 104 last Oct. 24, requires all government agencies to prioritize local products and services in their procurement.
It operationalizes the Tatak Pinoy Act, or Republic Act 11981.
Roque, who also chairs the Tatak Pinoy Council, said TPS allows local industries to further grow and have access to global opportunities.
“The TPS empowers our MSMEs (micro, small, and medium enterprises) and industries to innovate with purpose, produce with pride, and compete globally with confidence. We thank the President for his swift approval of this landmark policy that will boost our economy and generate more jobs for Filipinos,” she said.
The Department of Trade and Industry (DTI), in a press release, said the policy was formulated after 27 national consultations in line with the Philippine Development Plan 2023–2028, calling for greater collaboration among stakeholders.

RCBC partners with PearlPay to expand QRPh payments among MSMEs
TAGUIG CITY, PHILIPPINES – Rizal Commercial Banking Corporation (RCBC) and PearlPay have sealed a partnership to accelerate the adoption of QR Ph digital payments among local government units, schools, clinics, and micro and small enterprises.
The signing ceremony was held at the RCBC Collaboration Hub in A.T. Yuchengco Tower, Bonifacio Global City.
Through this collaboration, PearlPay operators can now accept interoperable QR Ph payments, the national standard for QR-powered transactions launched by the Bangko Sentral ng Pilipinas (BSP). The initiative will empower community-based businesses such as small schools, clinics, and homegrown shops to join the formal digital economy, advancing financial inclusion at the grassroots level.

Filipino women entrepreneurs seek stronger cultural MSME policies
QUEZON CITY—Filipino women entrepreneurs who lead cultural micro, small and medium-sized enterprises (MSMEs) are urging the government and support institutions to develop stronger, gender-responsive policies to address persistent challenges such as limited financing, uneven digital access, and unequal inclusion in business networks.
The call anchored the launch of a three-part “Policy Leadership Workshop Series” in Quezon City, which brought together 25 women cultural entrepreneurs from Luzon, Visayas and Mindanao.

SEC circulars help MSMEs save up to P41M in discounts
MANILA – Micro, small and medium enterprises benefited around half of PHP80.3 million in discounts from the reforms instituted by the Securities and Exchange Commission (SEC) since July 2025.
SEC, in a press release Tuesday, said three memorandum circulars aimed to encourage the incorporation of MSMEs, and further streamlining of registration process for firms that want to tap the capital market were issued since July.
Citing preliminary data as of Oct. 19, SEC said it has accommodated about 40,157 transactions using the said circulars, and around PHP40.9 million were saved by MSMEs.
One of these circulars is the Memorandum Circular No. 6, which took effect on July 1 and provides a 50 percent discount on the physical and authenticated copies of company filings, including the articles of incorporation and by-laws, general information sheet, and annual financial statements, among others. This provided more than PHP36.5 million worth of discounts.

Biz group seeks enhanced MSME support, anti-corruption measures
MANILA – Citing the economic importance of micro, small and medium enterprises (MSMEs), the Philippine Chamber of Commerce and Industry (PCCI) on Tuesday called on the government to ensure secure data-sharing operability among government offices to eliminate redundant business names and tax registration processes.
This was among the 13 proposals of the PCCI aimed at further uplifting MSMEs, based on the resolution it issued during the day to help institute changes in government.
Some of the proposals aimed at improving the business environment and ensuring ease of doing business are greater access for affordable financing through the Department of Finance, the Bangko Sentral ng Pilipinas, and the Small Business Corp. ASEAN Foundation eyes 17.5K PH MSMEs for AI advancement training

SM pilots Alfamart franchising to boost MSMEs
MANILA, Philippines — Alfamart Philippines, the minimart chain of the SM group, has recently launched its franchising program. This opens doors for micro, small, and medium enterprises (MSMEs) to grow alongside Alfamart’s nationwide expansion.

DTI steps up price monitoring ahead of holidays

MSMEs gain ground as science aid expands
ROXAS CITY—What began as a sideline for couple Lucille and Eugenio Dalida in Singapore has now grown into a thriving local enterprise in Capiz.

Domestic market enterprises regain their VAT zero-rating privileges
Just as in the case of Subic Bay Freeport Chamber of Commerce, Inc. vs. Department of Finance, etc. (Subic Bay Freeport Case), the entitlement of Registered Business Enterprises (RBEs), specifically Domestic Market Enterprises (DMEs), to VAT-zero rating for local purchases has been revisited by the Supreme Court to provide clarity in the application of the law.

Visa, PhilGuarantee partner to widen MSME credit access
“[MSME] deserve to have access to financial products and solutions that are responsive to their needs,” Visa Country Manager Jeffrey V. Navarro said in the statement. “Our collaboration with PhilGuarantee reiterates our support for the government’s vision of expanding financial inclusion.”
Under the deal, Visa will provide support through Visa Government Solutions, which includes services such as disbursement programs, payment acceptance and financial education initiatives.

MTIT-Basilan hosts MSME investment roadshow to boost local enterprises

La Trinidad to showcase MSME products in global trade fairs
LA TRINIDAD, Benguet – The municipal government is set to showcase products of its micro, small and medium enterprises (MSMEs) in national and international fairs, as well as during official overseas engagements of local officials.
Municipal Cooperative and Youth Development officer Orly Pacya said the initiative aims to gain international recognition for La Trinidad-made products.
“We want to make our strawberry products and by-products, highland vegetables, cut flowers, wearables, coffee and cacao more popular not only nationwide but also abroad,” he said during the opening of the MSME mini-trade fair in front of the municipal building.
To raise product standards, the municipal government is providing training on product development, labeling and packaging.
MSMEs also receive free capacity-building programs and up to PHP50,000 worth of supplies and materials as loan.

Malacañang mulls over fully funding Kadiwa centers
MANILA, Philippines — The Malacañang Palace on Wednesday laid out plans for the national government to fully fund the Kadiwa ng Pangulo program to further expand its reach.
President Ferdinand Marcos Jr. did so amid calls to increase the number of Kadiwa centers nationwide so more people can access affordable food items.
